The Committee on European Integration considers the Bill on the National Guard of Ukraine such as complying with International Commitments of Ukraine

The Bill (Reg. No. 1317) is aimed at reforming the Internal Forces of the Ministry of Internal Affairs of Ukraine by creating a military unit of the National Guard of Ukraine on its basis.

Pursuant to the Military Doctrine of Ukraine, approved by the Decree of the President of Ukraine # 648 of 15 June 2004, reforming of the State defensive sector due to the European standards belongs to the most important priorities of both foreign, and internal policy of Ukraine. Therefore, global experience of similar formations of leading States (gendarmerie of France, Turkey, Romania, carabineers of Italy, the Civil Guard of Spain, Internal Forces of Russia etc) was studied and taken into consideration whilst elaborating the Bill.

Inter alia, European experience testifies that similar formations in the EU and NATO member States are not directly subordinate to the Head of State. Frequently, such military law enforcement units are subordinate to one or several ministries, because it is the only means of securing their efficiency and due coordination with other defence and law enforcement agencies.
