The People´s Deputy, M.Kulchynsky, the author of the Bill (Reg. No. 1454), states that the said document was elaborated in order to enhance legislation in the field of pension provision of the working disabled persons by taking into account continuous insurance history and insurance dues payment period whilst establishing the rate of disability pension.
Inter alia, the Bill envisages the following rates of disability pension, depending on the degree of disability: a disabled person of І degree - 100 per cent of retirement pension; a disabled person of ІІ degree - 90 per cent of retirement pension; a disabled person of ІІІ degree - 50 per cent of retirement pension, calculated in accordance with Articles 27 and 28 of the Law "On Compulsory State Retirement Insurance".
Provided the disabled persons of ІІ and ІІІ degree have 25 (men), and 20 (women) years of insurance history, then, to their choice, the disability pension is established at the rate of retirement pension, calculated due to Articles 27 and 28 of the said Law.
The author of the Bill believes that such an approach will restore social justice as regards the said category of pensioners, and, to some extent, will reduce social tension among the disabled persons that originated after the pension reform.
