PLENARY MEETINGS OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 17 JUNE  

 

Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and announced a half-hourly recess due to the request of the leaders of Deputy Factions so that they could inform members of the factions about resolutions adopted by the Conciliative Council.  

 

After the recess, authorized representatives of the Deputy Factions introduced their motions, appeals and requests.  

 

A.Yatseniuk summarized the reports and expressed his opinion concerning legal status of the Coalition. He stated that Article 83 of the Constitution of Ukraine includes a clear-cut regulation : coalition of the Deputy Factions, and not the coalition created by separate People´s Deputies.

 

The Chairman of The Verkhovna Rada of Ukraine also stated that coalition of the Deputy Factions continues its activity in compliance with Article 83 of the Constitution of Ukraine.

 

Volodymyr Moisyk, Chairman of the Sub-Committee under the Committee on Legislative Support of Law Enforcement, reported on the Bill on Amendments to certain Legislative Acts of Ukraine regarding regulation of relations in the field of traffic safety.

 

V. Moisyk also stated that the President of Ukraine appealed to The Verkhovna Rada of Ukraine with a request to adopt the said Law. The Bill envisages increase of fines for the most grave violations, and introduction of such penalties as administrative detention and public works. 

 

Then the People´s Deputies scrutinized all the amendments. However, no amendments were adopted due to the results of voting.

 

The Bill was put to the vote and was rejected.  

 

After the recess, the People´s Deputies had to scrutinize the State Program of Privatization. Olexandr Tkachenko, Chairman of the Committee on Economic Policy, stated that the Committee would process all the motions regarding the Bill in the nearest time, and adopt a relevant resolution. 

 

Then A.Yatseniuk gave floor to the representatives of the Factions who called for holding the meeting of the leaders of the factions to discuss further activity of the Parliament.

 

A.Yatseniuk complied with the motion, and declared the morning meeting closed.

 

At the beginning of the evening meeting, the Chair reported that the Central Election Commission registered Volodymyr Danylenko as the People´s Deputy of Ukraine on 17 June. Volodymyr Danylenko is the member of the Communist Party of Ukraine, and was elected in the multi-mandate national election district.

 

Volodymyr Danylenko took the oath of a People´s Deputy, and filed his appeal on joining the CPU Deputy Faction.

 

A.Yatseniuk introduced two Bills regarding suspension of privileges of the People´s Deputies, for consideration. The People´s Deputy Ivan Kyrylenko reported on the Bill on Amendments to the Law of Ukraine "On the Status of a People´s Deputy of Ukraine" and several other Laws of Ukraine (re Abridgement of Privileges and early Termination of Authorities of a People´s Deputy of Ukraine).

 

The Bill envisages suspension of privileges, especially the right for free pass, free use of a hall for official delegations, free housing and medical treatment.

 

Moreover, the Bill defines additional grounds for early termination of authorities of a People´s Deputy of Ukraine.

 

However, the Bill was rejected due to the results of voting.

 

The People´s Deputy Hanna Herman reported on the Bill on Amendments to the Law of Ukraine "On the Status of a People´s Deputy of Ukraine" (re Suspension of Privileges of a People´s Deputy). The Bill envisages suspension of privileges and considerable reduction in the scope of safeguards and compensations granted to the People´s Deputies of Ukraine by the Law of Ukraine "On the Status of a People´s Deputy of Ukraine".

 

However, the Bill was rejected due to the results of voting.

 

Then the evening plenary meeting was closed.
