The Bill (Reg. No. 1094) imposes "restrictions on organization and operation of gambling games at the slot machines in Kyiv beyond gambling houses by means of a ban on issue of new licences on the said activity". However, the economic entities with the said licences can conduct the relevant activity till their termination date.
The Committee members do not uphold the said Bill, since "the said restrictions are imposed only in Kyiv and on the particular part of economic entities, which fails to comply with Article 13 of the Constitution of Ukraine, pursuant to which, all subjects of the right of ownership are equal before the Law".
The People´s Deputies believe that a ban imposed on access of other economic entities to the relevant market can lead to its monopolization, which can negatively influence the quality of rendered services.
N.K.Korolevska, the Committee Chairman, deems more reasonable to introduce single regulations regarding establishment of relevant gambling houses at the entire territory of the country. The said regulations are to be obligatory both for the subjects with the relevant licences, and for those who will receive them after the said Law becomes effective.
The said appoach is introduced by the following Bills:"On Gambling Games" (Reg. No. 1016), "On Legal Regulation of Organization and Operation of Gambling Games in Ukraine" (Reg. No. 1016-1), "On the State Regulation of Gambling Games Operation" (Reg. No. 1016-2). The Committee resolved to create a working group on elaboration of the unified legislative act.
