The Economic Policy Committee deliberated on the Address by V. Baloha, Head of the Secretariat of The President of Ukraine, requiring the withdrawal of the Letter No. 31-02/215, sent by the First Deputy Head of the Secretariat, O. Shlapak on 08.02.2008 to uphold the Bill on amendments to the Law on ‘On Public Procurement of Goods, Works and Services´ (Reg.No.1476-д).
The Committee´s reply to V. Baloha states that on 12 February 2008, The Verkhovna Rada of Ukraine carried the Bill on Amendments to the Law of Ukraine ‘On Public Procurement of Goods, Works and Services´ (Reg.No.1476-д) at the first reading, as a basis for further deliberations. This Bill was prepared by the People´s Deputies, Coalition members, R. Zvarych and A. Kozhemiakin, in execution of Paragraph 7, Minutes No.5 of the Meeting of The Coalition Council of ‘Our Ukraine/People´s Self-Defence´ and ‘The Yulia Tymoshenko Bloc´ Factions, in The Verkhovna Rada of Ukraine of the 6th Convocation.
‘It should be mentioned´, states the Letter, ‘that in the Letter forwarded by O. Shlapak, the information upholding the said Bill during consideration of the Bill on Amendments to the Law ‘On Public Procurement of Goods, Works and Services´ (Reg.No.1476-д), by the Economic Policy Committee, during the Coalition Council´s of Deputy Factions meeting, and during the Conciliatory Council meeting on the Floor of The Verkhovna Rada of Ukraine, was deemed to be the official position of the Secretariat, headed by you, with its respective outcome´.
The Committee also noted that the Letter in question ‘concerns the Bill and, pursuant to provisions of Clause 92 of The Standing Orders of The Verkhovna Rada of Ukraine, is an integral part of the Bill File, and cannot be returned to the Secretariat of The President of Ukraine´.
The Committee called for all legislative initiators, members of Factions within The Verkhovna Rada of Ukraine, and other State Bodies, to offer their constructive proposals in line with the Standing Orders of The Verkhovna Rada, towards an elaboration on this Bill (Reg. No. 1476-д) for the second reading.
