The Committee discussed the Bills remitted by the People´s Deputy, N Korolevska (Reg.No. 1085), Cabinet of Ministers (Reg. No.1085-1), People´s Deputy, O.Chernomorov (Reg. No. 1085-2) and People´s Deputy, N. Shufrych (Reg. No.1478).
The Sub-Committee for State Social Insurance, Development of Social Partnership and the Activities of Associations of Citizens as Parties to Social Partnership, produced its conclusion on the identity of Bills remitted by the People´s Deputy, N. Korolevska, and the Cabinet of Ministers. They suggest that a Moratorium is imposed as of 1 January 2009 on the alienation of Real Estate used for Health-improvement, Tourism, Physical Training and Sports activities, and major capital goods in the ownership of the Federation of Trade Unions of Ukraine, companies and other business entities, whose membership (shareholders) or founder is The Federation of Trade Unions of Ukraine, together with shares of business entities carrying out the relevant activities and being owned by The Federation of Trade Unions of Ukraine.
The Bill remitted by the People´s Deputy, O. Chernomorov, envisages extension of the Moratorium until 1 July 2008 and details the provisions relating to property of unprofitable auxiliary companies, and the conditions for the lease of property.
The Bill remitted by the People´s Deputy, N. Shufrych, envisages an extension of the Moratorium until 1 January 2010.
In deliberating on these Bills The Lead Sub-committee drew on Clause 105 of the Standing Orders of The Verkhovna Rada of Ukraine, ‘Special Aspects of Consideration of Alternative Bills by The Verkhovna Rada´ entitling the lead committee to recommend that Parliament adopts one of the Bills as a basis for further deliberations, or drafts another Bill, to be introduced on the Floor by members of the Committee.
The Committee upheld the decision taken by the Sub-committee for State Social Insurance, Development of Social Partnership and the Activities of Associations of Citizens as Parties to Social Partnership to recommend that The Verkhovna Rada adopts the Bill (Reg.No.1085-1), introduced by the Cabinet of Ministers as a basis for further deliberations, and takes account of all constructive proposals for legal initiators in additional elaboration of this Bill for the second reading.
