The Bill (Reg. No. 2099) was elaborated due to the recommendations of the delegation of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) by the results of its 5th visit to Ukraine. The Bill aims at coordination of the Law "On the Police" with Article 29 of the Constitution of Ukraine.
The author of the Bill deems necessary to adopt the Bill in order to enhance legislative guarantees of protecting human rights of the person detained on suspicion of vagrancy.
The Committee stated: "Implementation of the Law will bear positive influence on the activity of the bodies in charge of internal affairs and will comply with the constitutional principle of law supremacy, which is to be observed by the State while securing citizens´ rights and liberties".
