Iryna Herashchenko: Donbas needs OSCE SMM to boost its monitoring activities vastly

‘A tense security and humanitarian situation in Donbas urges OSCE Special Monitoring Mission to a much more active monitoring response, and nearby the Ukraine-Russia border in particular,’ Iryna Herashchenko, the First Deputy of the Chairperson of the Verkhovna Rada of Ukraine said at the meeting with the delegation of OSCE participating States permanent representatives.       

She emphasized that it had been precisely Russia/SRDLO’s (abbr. Separate Regions of Donetsk-Luhansk Oblasts) default on Minsk accords which worsened security and humanitarian situation in Donbas.  

The politician noted the uncontrolled border area in eastern Ukraine went on flooding SRDLO’s militants with arms, ammunition and other resources meant to escalate the military aggression and kill Ukrainians.

‘This current year has brought us 98 demises of the servicemen in Donbas,’ informed Iryna Herashchenko.

She also drew the audience’s attention to heavy shellings by SRDLO of    checkpoints in eastern Ukraine, and called on to step up the monitoring activities.  

‘In Minsk, our humanitarian subgroup collaborates with the International Committee of the Red Cross (ICRC) over ‘safe spots’ implementation, close to the checkpoint in particular; and over  launching of a day and night monitoring supported by international missions,’ underscored Iryna Herashchenko.

The Ukraine’s Presidential Commissioner laid a special stress that Ukraine had consistently been advocating the further strengthening of OSCE in Donbas and strongly condemned any bars for its progress.

Among other factors Iryna Herashchenko distinguished a worsening environmental situation in Donbas area entailed by systematic shelling around the demarcation line. A range of near ruined coal-mining facilities is in need of international peer review for further problem-killing solutions.

The First Deputy Chairman then noted the Minsk accords’ political cluster had primarily to be done by Russian Federation/SRDLO, with regard to the ceasefire and the prisoners’ liberation particularly. ‘The occupied Donbas detains 128 our hostages, which are not allowed for ICRC’s controlling visits. The Red Cross’s participation in searching for the missing persons is also being blocked,’ denoted Iryna Herashchenko, having added that fulfillment of the political cluster would thus unlikely be accomplished.

The First Vice-Speaker noted the Parliament had adopted a set of laws mentioned in the political cluster of the Minsk accords; however, the law provisions did not come into effect owing to the Donbas’s fake election along with the bogus institutions spreading. ‘If we wish to move on to the further discussions, these false institutions must be abated,’ added she.

The amnesty is only feasible provided that Ukrainian courts be re-established throughout the occupied territories. A solid peace in Donbas – but not the ephemeral truces – is the decisive factor to create background for the political understanding.

During the meeting, the Head of the Permanent delegation of the Verkhovna Rada of Ukraine to the OSCE PA Artur Herasimov called on OSCE to intensify its near-border activities, too. Since the OSCE’s mandate covers the whole Ukraine, its proper work in the Crimea allowing to locally record all human rights violations by the occupants, seems to be imperative. The delegation head appealed to those present for stepping-up works within the OSCE Parliamentary assemblies in order to develop and accept resolutions protecting and reinstating Ukraine’s territorial integrity.

A crying need in urgent provision of humanitarian aid to Krasnohorivka and Avdiyivka (Donetsk oblast) civilians affected by the Russian armed aggression in eastern Ukraine, was denoted by Mariia Ionova, the Deputy Head of the Committee on European Integration at the meeting, as - ‘these towns have proven to be the ATO’s recent hottest spots’.   

In turn, Ambassador Veronique Roger-Lacan, Permanent Representative of France to the OSCE underlined the demand for consolidation in efforts within UN OCHA and ECHO activities in order to provide assistance for the civilian population of Donbas.

Ambassador Ertugrul Apakan, Chief Monitor of the OSCE Special Monitoring Mission to Ukraine, accentuated the need to intensify OSCE monitoring activities in eastern Ukraine.
