The People´s Deputy, M.Dzhyha, the author of the Bill (Reg. No. 1405) stated that "the Bill is aimed at thorough and complete, within the scope of Parliamentary control, investigation of the facts of the violation of the Constitution of Ukraine and Ukrainian Laws, and multiple official malfeasances by Lutsenko Yuriy Vitaliyovych, the Minister of Internal Affairs of Ukraine".
According to him, "the said issue was initiated due to the numerous reports in the internet editions on the facts of the violation of effective legislation that require investigation to be confirmed or refuted by the authorized bodies. He also stated that The Verkhovna Rada of Ukraine can not leave unconsidered the incident between Yu.V.Lutsenko, the Minister of Internal Affairs of Ukraine, and L.M.Chernovetsky, Kyiv Mayor, that occurred on 18 January 2008.
The Committee members emphasized that such a panel "can give only political and legal appraisal to the actions and decisions of Yu.Lutsenko", not juridical, since "The Verkhovna Rada of Ukraine is not authorized to conduct prejudicial inquiry". Moreover, the prosecution bodies are already investigating the criminal case regarding the incident between Yu.V.Lutsenko, the Minister of Internal Affairs of Ukraine, and L.M.Chernovetsky, Kyiv Mayor, that occurred on 18 January 2008.
