Committee members noted that the Agreement, recommended for ratification by this Bill, is a framework document, creating a legal basis for the participation of Ukrainian Military units, or personnel engaged in Civil and Military operations led by The European Union, in line with the European Security and Defence Policy (ESDP). Each individual operation will require the signing of an additional implementation agreement.
It was also recognised that this Document sets out the conditions for Ukraine´s involvement in EU-led Civil and Military operations, the scope of its participation in these operations, the status of Ukrainian contingents and personnel, the protocol of their system of subordination, and financial aspects of this participation.
Committee members stressed that involvement of Ukraine in EU-led operations will be based on a voluntary principle, ie upon an invitation from the European Union. Ukraine should take the relevant decision, and on acceptance of this invitation advise the EU of the details of its participation in the operation.
The passing of this Bill, the Deputies believe, will contribute to a deeper Ukraine/EU co-operation, within the framework of the European Security and Defence Policy, and permit ‘the principle of the EU Association relationship ´ to be involved in Ukraine/EU relations.
