The Committee members scrutinized the Bill on amendments to the Law "On Promotion of Social Formation and Development of Youth in Ukraine" (re Terms of Housing Credit Obtainment) (Reg. No. 1100).
The Bill aims at "providing Ukrainian citizens with more favourable conditions for housing credit obtainment". Inter alia, the Bill envisages issue of credit for dwelling reconstruction; establishes the first payment of a debtor in the amount of 3% of the cost of purchased or constructed (reconstructed) housing; defines the sum of credit, the cost of housing construction (reconstruction) at the prices effective at the moment the credit agreement was signed.
The Committee members believe that "the said motion fails to create more favourable conditions for housing credit obtainment; it only defines particular terms of credit issue that are currently regulated by the effective legislation".
The People´s Deputies deem necessary "not to introduce amendments to Article10 of the Law "On Promotion of Social Formation and Development of Youth in Ukraine", but to adopt a separate Law to regulate the issue concerning provision of housing for youth".
The Committee passed a resolution to create a working group on elaboration of the Bill on provision of housing for youth.
