The Bill (Reg. No.2011) introduces amendments to Article 14 of the said Law, pursuant to which secretary of Kyiv City Council can be elected by the council in compliance either with the procedure established by Article 50 of the Law "On the Local Self-Government in Ukraine" (i.e. by a motion of Kyiv mayor), or by a motion of one third of the deputies of Kyiv city council.
The Committee members stated that the Bill will enhance legal regulation of relevant relations, and will differentiate two important issues within one article, namely: procedure of election of a secretary of Kyiv city council, and his duties and authorities. The introduced amendments will balance influence of a mayor and the deputies of city council on election of a secretary of a relevant local self-government body in Kyiv.
The Committee recommends that the Parliament adopts the Bill as a basis.
