The Committee on Public Health recommends that the Parliament forwards the Bill on Amendments to the Law "On Struggle against Tuberculosis" (re Protection of Persons who protect and escort the Sick) for further Elaboration

Pursuant to the Bill (Reg. No. 2286), the conditions of social protection envisaged for the employees of anti-tubercular establishments are to be extended onto the ranks and the commanding personnel of the bodies in charge of internal affairs and the State criminal-executive service who protect and escort the sick with active forms of tuberculosis.

 

Moreover, the wages of these persons are to be established at the rate of wages paid to the employees that work in dangerous or difficult conditions. In case a person is contaminated with tuberculosis at work, it should be recognized as a professional illness, and the relevant compensation for health damage should be paid under the legally established procedure. 

 

The Committee members admitted that the legislative initiative concerning enhancement of social protection of the said category of population is urgent. However, they stated that the said issues have already been regulated by the special Laws, namely, "On the Police" and "On the State Criminal-Executive Service of Ukraine". Thus, the proposed amendments should be introduced to the said Laws.

 

Moreover, implementation of the Bill requires extra expenditures from the State budget.

 

Therefore, the Committee resolved to return the Bill to its author for further elaboration.
