The Committee on Economic Policy recommends that the Parliament forwards the Law "On Amendments to the Law of Ukraine "On the State Registration of Proprietary Rights to Immovable Property and their Restrictions" for further Elaboration, taking into Consideration the Motions of the President of Ukraine

27 March 2008, 11:09

Unlike the effective Law, the submitted Law envisages creation of the system of the State registration of proprietary rights to immovable property, including land plots, beyond the scope of the State land cadastre, only on the grounds of information concerning rights to immovable property and their encumbrances. The Ministry of Justice of Ukraine (instead of the central executive body in charge of land resources, as envisaged by the effective Law) is to secure implementation of the public policy in the field of State registration of proprietary rights to immovable property, and fulfil the functions of  the State registry holder.

Thus, the Law delineates functions concerning upkeep of State registration of proprietary rights to immovable property and their encumbrances, and those concerning State land cadastre. The Law also defines the Ministry of Justice of Ukraine as the specially authorized executive body in charge of the State registration the proprietary rights to immovable property and their encumbrances.
