Adoption of the Bill (Reg. No.1270) will promote realization of the constitutional right of every handicapped child for an equal access to the quality special education, since it creates special conditions for education. The said conditions will facilitate socialization and integration of such children into the modern society.
The Bill also regulates a number of issues appertaining to funding of the special education for the handicapped persons, scientific and methodological provision of such education, provision of the special education with personnel, their social safeguards, etc.
