In particular, the bill offers to determine:
In compliance with the bill, certification of energy performance is envisaged for facilities under construction and already existing buildings.
The energy performance certificate validity is set pursuant to the restrictions envisioned in Section 8 of Article 11 of the Directive 2010/31/EU of the European Parliament and of the Council of 19 May 2010 (for not over than 10 years), as well as in compliance with examined experience of some EU countries in implementation of the Directive. According to results of the examination of reports provided by the EU countries, the most of the cases the period of certificate validity is exactly 10 years. These countries are Germany, France, Italy, Norway, Sweden, Hungary, Latvia, Lithuania, Estonia, etc. (around 20 countries).
Besides, the bill envisages mechanisms for attraction of funds for energy efficient measures and instruments to finance measures on increase of the level of energy performance of buildings.
The parliamentarians consider that the adoption of the bill will facilitate creation of conditions to raise energy performance of existing buildings, economize energy resources at buildings, improve the living standards of the population, etc.
