The Bill (Reg. No.2057) enhances social protection of the victims of Nazi persecution, as it switches over from calculated rate of minimum retirement pension to the living wage used by estimation of the rate of pension rise, and increase of monthly life remuneration or State social aid for the said category of population.
Thus, the Bill increases the payments for the following four categories of citizens: former minor prisoners of concentration camps, ghettos and other places of forced retention; former minor prisoners of concentration camps, ghettos and other places of forced retention declared disabled, former prisoners of concentration camps, ghettos and other places of forced retention decorated with orders and medals of former USSR for self-sacrificing work and unexceptionable military service on the home front in the period of World War II; other persons mentioned in Article 6-3 of the Law.
Moreover, the Bill eliminates discrepancies in the regulations of the Law "On the Victims of Nazi Persecution" concerning establishment of age qualification of former minor prisoners-victims of Nazi persecution.
The Committee members stated that changes in estimation of the rate of pension rise for victims of Nazi persecution came into force on 1 January 2008, in compliance with Paragraph 21 of Chapter II of the Law "On the State Budget of Ukraine for Year 2008 and Amendments to several Legislative Acts of Ukraine". However, the said regulations are effective only till 31 December 2008.
