Parliamentarians stressed that the theme of this year's World No Tobacco Day is "non-branded" simple package of cigarettes as an effective way to reduce the attraction of cigarettes and their consumption. They reported that nowadays an ordinary pack was introduced in Australia, France and the Great Britain. The next step - Ireland, Norway, Hungary, Slovenia, Sweden, Finland, Canada, New Zealand, Singapore, Belgium and South Africa.
The press briefing noted that Ukraine has a great opportunity to bring the look of cigarette packs to global trends in tobacco control, taking the draft law №2820. In particular, according to them, this draft law provides for a complete replacement of all health warnings on new library EU, warnings increase to 65% of the pack surface on both sides, and the rotation of health warnings will occur each year.
In addition, any information on the packs of cigarettes that may stimulate the sale of tobacco or create the impression that a particular tobacco product is less harmful than another will be banned to publish. Such rules of labeling of cigarettes are already in effect in the European Union from 20 May 2016 in accordance with Directive 2014/40 / EC.
In turn, Oleg Musii, deputy chairman of the Committee on health, stressed that the draft law №2820 is a progressive European bill, "which fully meets the latest Directive implemented in all EU countries."
At a press briefing it was noted that a person who smokes a pack of cigarettes a day watches a warning about the dangers of smoking at least 20 times a day and 7,000 times a year. Therefore, experts consider each of these times as an opportunity to convey information about real threats of smoking is in critical for him moments: while smoking when buying of cigarettes.
The participants said that in Australia, which first launched a "simple packaging" in 2012, during last 3 years the prevalence of smoking decreased from 19.4% to 17.2% among the adult population. In the Ukraine legislative measures on tobacco control also proved effectiveness: from 2006 to 2015 the prevalence of smoking in Ukraine decreased from 37% to 24%.
