A Bill 'On Civil Service' introduced by People's Deputy, V. F. Yanukovych, was Registered in The Verkhovna Rada of Ukraine

According to the Sponsor, this Bill (Reg. No.1400) aims at 'the establishment of a professional and efficient Civil Service in Ukraine, ensuring  both productive and effective operation of State Authorities and provision of high-quality services to the Public'.

 

The Bill creates a new procedure for entering the Civil Service through concluding a public contract between the State, represented by the State Authority, and an individual either entering the Civil Service for the first time, or a present member appointed or promoted to another Civil Service position, i.e. concluding a contract with an individual who has been selected for among several candidates and passed the entrance requirements.

 

Civil servants within Clerical Departments will conclude a Service Contract without passing an obligatory examination. Two types of office contracts are established: a fixed term and an indefinite term contract.

 

A new position of Personnel Manager is introduced. The Personal Manager will report to a specially authorized Civil Service Central Authority, and on appointment will conclude a 5-year term Contract.

 

The Bill envisages Professional Training, Refreshment Courses, Advanced Training, and the drafting of an individual Training Plan, resulting from an Assessment of office activities and duties, at least once a year.

 

Disciplinary cases will be referred to Disciplinary Committees, whose membership is to be approved by the Personnel Management.

 

Civil servants will be provided with better social provision, with the right to receive interest-free  lax credits towards buying or building a house.

 

They, and family members living with them, will also enjoy free medical care in the State-owned Public Health Institutions, both during their active service and following retirement or resignation.

 

V.Yanukovych feels that the passing of this Bill is an important step towards creating a professional, politically neutral and effective Civil Service.
