Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman said this at the 12th annual investment conference of Dragon Capital in Kyiv on Thursday.
"What do investors want today? They want clarity of the rules of the game, they want fairness, they want predictability in the state policy. Today, the state has to offer that. Today. We should not talk too much about the future — we have to talk about what can unite us," Groysman said.
Groysman noted that the Ukrainian political forces have to unite and elaborate a joint action plan for the changes Ukraine requires. In particular, those changes are the revival of the national economy, effective fight against corruption, reformation of the judicial and health care systems, revision of the tax and customs systems, introduction of new public service and improvement of administration, which will allow the country to overcome its institutional weakness.
"There are lots of tasks today. However, I would like this action plan to unify the Ukrainian politicians. We would then reform the Coalition, the Government, and the Government would be filled with people able to take responsibility to follow the action plan, the plan that would be clear to the society, ministers, and the business. Finally we will be able to drag the country out of the trap it is in now. We have everything to do that," Groysman said.
At the same time, to elaborate respective action plan, Ukraine needs the political will and clear duties, the Chairperson of the Verkhovna Rada said. "Today's political crisis has to be an instrument responsible politicians will be able to use to have clear vision of the Ukraine's future," Groysman noted.
The Chairperson of the Verkhovna Rada recalled that the Ukrainian Parliament had managed to create required legal framework for the effective fight against corruption, in particular, the one touching open registers and creation of a number of new institutions as well as the reformation of the public service in the country. He added that it is high time for the Cabinet of Ministers of Ukraine to conduct practical embodiment of the taken decisions.
"The society would like to see the authorities being transparent. However, in fact the desire is not enough. So we have to continue the deregulation, do our best to delegate the powers to the local level, and hold financial decentralization. I believe that all these resources, all the investments will work for the recovery of the national economy," Groysman said.
"In absence of economy recovery, less economic growth, less creating added value on the territory of Ukraine, there will be no support to the export potential, we will be unable to build anything, and will not be able to meet social contract with the people, we will not be able to take care of the development of our state though we have everything to do that now," the Chairperson of the Verkhovna Rada said.
