The Verkhovna Rada of Ukraine has to regain control over the activity of the executive power to raise the quality of taken decisions.
Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman told this to the 1+1 TV channel on Thursday.
According to him, one of the most important issues on the agenda of the Verkhovna Rada reformation is the raise of the control function of the Parliament and possibility to control the ministers in fulfillment of their plans and tasks. "We have to control the Government as that is a function the Ukrainian Parliament had never managed to fulfill properly. I would like to raise that issue and realize it," Groysman said.
According to him, the strengthening of the control function of the Parliament is envisioned by the internal reform of the Verkhovna Rada. He reminded that the Roadmap and the Plan on implementation of that reform were elaborated along with the European Parliament and presented during the Ukraine Week in Brussels (Belgium).
Among other provisions of the reform there were: introduction of combined weeks of the parliamentary work [the parliamentary work is to be built in a way making the combination of plenary and committee weeks possible], change of the voting system, introduction of opportunities of a dialogue inside of the coalition, determination of the opposition's status, etc. "These are those instruments able to give a high-quality product at the end — quality laws," Groysman said.
Besides, the Chairperson of the Verkhovna Rada noted that the Ukrainian Parliament has to raise the level of political responsibility and political culture. "We have to talk about the plan able to unite us instead of talking about the percent we may get at the elections and the seats at the Government," he noted.
Groysman informed that in early April, the European Parliament's Mission presented the Action Plan on reformation of the Verkhovna Rada with the financial assistance of the European Union. Respective decisions were taken with the participation of President of the European Parliament Martin Schulz. "We have reached understanding in these issues. We will continue this work," the Chairperson of the Verkhovna Rada said.
According to him, the most of the factions' leaders support the decisions envisioned in the Report of the Needs Assessment Mission of the European Parliament headed by Pat Cox. "The politicians do acknowledge their responsibility and I believe we will be able to achieve needed decisions," he noted.
"As the head of the Verkhovna Rada of Ukraine I along with the civil society and my colleagues — people's deputies will have to change this system. When new Parliament comes, when new speaker comes, they will work in absolutely new conditions. I believe it is a challenge for me today," the Chairperson of the Ukrainian Parliament said.
