The implementation of the internal reform at the Verkhovna Rada of Ukraine has to ensure the improvement of all the processes taking place in the Ukrainian Parliament.

Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman said this in his opening speech at the high-profile discussion entitled "Part of the Parliament and political parties: on the way to culture of dialogue and compromise" in Brussels (Belgium) on Tuesday.

"It is very important for us to achieve a high-quality inter-party and interfactional dialogue, cooperation between the opposition and the coalition inside of the Ukrainian Parliament. We have to improve all the processes taking place in the Parliament," he stated.

The Chairperson of the Verkhovna Rada said that this is high time for the institutional revival of Ukraine. Groysman noted that the unique project of the joint action plan of the Verkhovna Rada of Ukraine and the European Parliament touching the internal reform of the Ukrainian Parliament presented during the Ukraine Week in Brussels (Belgium) was a "very ambitious task."

At the same time, the Chairperson of the Ukrainian Parliament expressed hope that the Parliament along with the colleagues from the European Parliament, people's deputies, experts and the civil society would manage to implement the provisions of the Report of the Needs Assessment Mission of the European Parliament headed by Pat Cox. "There are no simple solutions there. However, I believe that our understanding of what changes we need will be the driving force for the reforms," he said.

Groysman also pointed out the great interest of Ukraine in the experience of other countries' parliamentarians in public management.

The Chairperson of the Verkhovna Rada also said that the crisis Ukraine is facing at the moment is perceived by most of the parliamentary factions "not as a dead end, but as an opportunity to analyze everything that has been done, make conclusions, reload and move forward."

"Ukraine needs very dynamic decisions. And those decisions have to be taken at the Ukrainian Parliament," the Chairperson of the Verkhovna Rada said.

Groysman also noted the necessity for resumption of the parliamentary control and creation of proper conditions for lawmaking. "All these should be a formula for future important decisions, which would ensure rapid, and high-quality reforms in our countries," Groysman said.
