Chairperson of Verkhovna Rada Committee on Human Rights, National Minorities and Interethnic Relations Hryhorii Nemyria calls on establishment of independent agency for affairs of Donbas, Crimea and internally displaced persons

He said this during the seminar entitled "Conflict in Ukraine and future ways, impact on life, and prospects of development" conducted by the World Bank.

"To settle the conflict in Donbas we need a vision how to do it, the policy elaborated on the basis of that vision and institutions able to implement that policy. We have neither the first, the second nor the third," he said.

According to Hryhorii Nemyria, at present Ukrainian authorities are following the principle — the security of the country is more important than the safety of the people.

"Lately, a remarkable example of that principle was the termination of payments by the Government to the forced migrants on the basis of the State Budget lists. That is unacceptable and restricts the rights of almost two million citizens," the Chairperson of the Committee said.

In this context he suggests the establishment of an independent body of state power to engage only in the issues of Donbas, Crimea and internally displaced persons.

The seminar participants were World Bank's Country Director for Ukraine, Belarus and Moldova Qimiao Fan, UN Resident Coordinator and UNDP Resident Representative in Ukraine Neal Walker, and representatives of the Government and executive power, experts, representatives of Ukrainian and international non-governmental organizations.
