Verkhovna Rada Committee on Industrial Policy and Entrepreneurship recommends adoption of number of draft laws

Within the framework of the regular meeting, the Committee members supported the adoption of the draft law No. 4048 "On amendments to Law of Ukraine "On temporary measures during anti-terrorist operation" (as to unhampered activity of local self-government bodies) as a basis in first reading as the document is destined to unblock the work of local self-government bodies on the Ukraine-controlled territories of Donetsk and Luhansk regions.

The Committee also decided to recommend that the Ukrainian Parliament adopt in principle in second reading the draft law No. 3153 "Peculiarities of state control in field of economic activity," which puts a ban (until December 31, 2016) on inspecting enterprises, institutions, organizations, and individual entrepreneurs by state control agencies. It is also aimed at reduction of pressure on the business, which in turn should improve the business-climate in Ukraine.

The people's deputies / members of the Committee also recommended adoption of the draft law No. 3766 "On change of economy regulation system" with technical and legal amendments in principle in first reading.

"The draft law promises to do what the Government has failed to do over many years in only 365 days. The draft law is mainly aimed at full reload of the regulatory system of the country through so-called "regulatory guillotine," commented Chairperson of the Committee Viktor Halasiuk.

Halasiuk explained that the suggested method is the most effective and rapid instrument to revise the regulatory-legal base of the country. Thanks to such a method 12 countries (e.g. Armenia, South Korea, Croatia, etc.) managed to cut and simplify over 25,000 regulatory-legal acts and formalities, and the business benefited through economizing of over UAH 7.8 billion a year.

"The major idea of the draft law is not to "improve" existing corrupt licensing system, but to replace it with absolutely new system of economy management. New regulatory models have to be proposed by relevant ministries as a result of joint elaboration and wide public discussion," Halasiuk said.
