In his interview for the Rada TV Channel on Friday, Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman commented on the course of the consideration of the Report on results of the implementation of the action plan by the Cabinet of Ministers of Ukraine in 2015 on February 16.
Analyzing the consideration of the Cabinet of Ministers' report by the Verkhovna Rada, Groysman noted that the parliamentarians and the coalition deputies in particular do not have join estimation to the work of the Government: "Some of them consider that the work results of the Cabinet of Ministers were positive and some call it negative."
Taking in account the necessity for a compromise between the both sides in the future, the Chairperson of the Verkhovna Rada decided to abstain from giving support to the draft resolution on disbandment of the Government despite own political creed.
"No matter what that vote could end with, I as the head of the Ukrainian Parliament would have had to find a compromise between different political forces, sat at the negotiating table to upgrade a joint action plan in some way. That was why I voted the way I did it," Groysman explained.
"Despite my own position, I, as the Chairperson of the Verkhovna Rada, did not have any moral right to make the decision that could eliminate any opportunity to find a compromise inside of the Ukrainian Parliament," he noted.
Asked why there had been no warning vote prior to the decision on the draft resolution on impeaching credibility of the Government, the Chairperson of the Ukrainian Parliament said the scheme [warning vote] is usually used to give the parliamentarians an opportunity to enter the session hall and take part in the voting.
"When you do not understand how many people there are in the session hall, you say: let's try the rating vote." And then the people start to gather allowing us to vote for one or another important draft law. Then, it has certain reason not to lose the law, to save it," he noted. Groysman also said that as a rule, such "laws are supported by the absolute majority" of people's deputies.
The Chairperson of the Ukrainian Parliament reminded that the consideration of the Government's report on Tuesday lasted for four hours in the session hall full of the people's deputies of Ukraine. At the same time, only 194 of 226 required deputies backed the draft resolution on disbandment of the Ukrainian Government. "It was clear that no matter how many warning votes could be held there, it still would have been impossible to find 32 extra votes. Everyone votes the way he/she thought was the most appropriate one. Then there were no enough votes for a good voting," Groysman said.
Besides, he noted that the refusal to hold a warning vote let avoid potential manipulations. "A warning vote could be used by some to inter alia purposefully lower the number of votes. Thus, it was unacceptable to use such type of the voting. I believe that everybody understands that it was unnecessary. All the more so as the session hall was full of deputies," he noted.
The Chairperson of the Verkhovna Rada noted he had to put the said draft resolution to vote as it had received signatures of 153 people's deputies of Ukraine.
He also informed that the Verkhovna Rada of Ukraine had received about five applications on neglecting the votes during the vote for respective draft resolution.
At the same time, Groysman expressed confidence that the Parliament's voting as a result of the Government's report consideration deepened the political crisis in the country. "The consideration of the Government's report at the Parliament, which at the end was declared unsatisfactory, with the total of 247 votes, and the voting for disbandment of the Government with 194 were not enough, I believe it deepened the crisis," he noted.
