The Committee on fighting Organized Crime and Corruption is scrutinizing the Bill "On the Anti-Corruption Bureau of Ukraine"

The Bill (Reg. No. 1378) determines legal principles of the organization and activity of the Anti-Corruption Bureau of Ukraine, its structure, rights and duties, challenges and functions.

The People´s Deputy, Hennadiy Moskal, the author of the Bill, states that establishment of the Anti-Corruption Bureau of Ukraine will concentrate all efforts on fighting corruption in one centralized body, eliminate narrow departmental approach and duplication in activity of relevant law enforcement bodies, enhance efficiency of fighting these offences.

Pursuant to the Bill, the Anti-Corruption Bureau of Ukraine is established by the Cabinet of Ministers of Ukraine, belongs to the Ministry of Internal Affairs of Ukraine, is subordinated to the President of Ukraine and is under the control of The Verkhovna Rada of Ukraine. The Clause on the Anti-Corruption Bureau of Ukraine and its total structure is approved by the President of Ukraine. Authorized personnel complement of the Anti-Corruption Bureau of Ukraine is approved by the Cabinet of Ministers of Ukraine by submission of the Minister of Internal Affairs of Ukraine. The Anti-Corruption Bureau of Ukraine is managed by its Director, appointed by the President of Ukraine by submission of the Minister of Internal Affairs of Ukraine and with endorsement of The Verkhovna Rada of Ukraine Committee on fighting Organized Crime and Corruption, for the period of five years and who is dismissed by the President of Ukraine with endorsement of The Verkhovna Rada of Ukraine Committee on fighting Organized Crime and Corruption.

According to the People´s Deputy, establishment of the said State central law enforcement special-purpose body aims at enhanced efficiency of fighting corruption in the country, concentration of experts in it, independence of their work and extended authorities. In the end, it will promote enhancement of legitimacy and law order in the State. The People´s Deputy believes that establishment of the Anti-Corruption Bureau of Ukraine will completely correspond to the ideas of reforming law enforcement system of Ukraine. 

The author determines the following challenges of the Anti-Corruption Bureau of Ukraine: organization and conduct of systematic counteraction to corruption and crimes related to it committed by the persons, prevention of these illegal phenomena, their timely detection and elimination; performance of investigation and search operations, holding inquest and prejudicial inquiry in criminal cases etc.
