The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends that the Parliament adopts in entirety the Bill on Amendments to several Laws of Ukraine (re Development of State Search and Rescue Services and Realization of Actions in the Field of Prevention and Elimination of Emergency Situations of Anthropogenic and Natural Character)

The Bill (Reg. No. 0927) introduces amendments to the Laws of Ukraine "On Protection of People and Territories from Emergency Situations of Anthropogenic and Natural Character" and "On Search and Rescue Services", aimed at improvement of legislative regulations concerning medical and psychological rehabilitation of people-participants of search and rescue works and victims of emergency situations; medical provision of activities of search and rescue services; establishment of State programs in the field of search and rescue sphere, financing of actions. 

Pursuant to the Bill, medical and psychological rehabilitation centres are established by operating sanatoria and health resorts regardless of their form of ownership and subordination. Their list and correspondence to the requirements of medical and psychological rehabilitation is established by the Inter-Departmental Working Group every two years. 

It is suggested to supplement the Law "On Search and Rescue Services" with a new article concerning development and implementation of five-year national programs of development of State Search and Rescue Services, subordinated to the authorized central executive body that is in charge of protection of population and territories from emergency situations of anthropogenic and natural character.

The Committee members believe that implementation of the regulations of the said document will promote activity and efficiency of State Search and Rescue Services.
