The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy created a Working Group for further Elaboration of the Bill on Amendments to several Laws of Ukraine regarding Construction Promotion

The Committee members scrutinized the Bill (Reg. No. 0883) prepared for the second reading.

The Bill envisages amendments to the Land Code of Ukraine, the Laws of Ukraine "On Planning and Site Development", "On Town Planning Principles", "On Architectural Activity", "On Land Lease", "On Land Charges", "On State Control over Use and Protection of Land", "On Local Self-Government in Ukraine". The proposed amendments also envisage exclusion of the procedure of granting a permit for construction, legal regulation of public discussion of the issues concerning planning and site development, including granting land plots for construction, simplified procedure of land plots allocation.

The Bill also envisages regulation of land plots and relevant rights sale procedures, including holding land tender, and regulation of procedure of granting basic data for designing of town planning objects.

The People´s Deputies believe that adoption of the Bill will create positive legal environment for implementing regulations of settlement development within local self-government as progressive administrative mechanism.

As the result of the discussion, the Committee passed a resolution to create a working group on further elaboration of the Bill within two weeks in the part of coordination of regulations of the Chapter "Responsiveness to Public and Individual Interests whilst Planning and Site Development".
