The Law (Reg. No. 0863) envisages licensing of several types of activity in the field of civil protection and anthropogenic safety (appertaining to design, installation and maintenance of systems for detection of possible emergency situations and local systems of public notification of emergency situations, identification and demonstration of safety of high-danger objects, development of plans of localization and alarm conditions and accidents elimination).
The President of Ukraine calls for rejecting the Law, as far as he believes that licensing of the said types of economic activity will actually duplicate current system of State control, and identification and demonstration of safety of high-danger objects should be performed directly by an economic entity.
Central Scientific Experts Office of The Verkhovna Rada of Ukraine Secretariate is of the opinion that introduced licensing will not duplicate current system of State control in the said field; they also consider envisaged requirement for licensing of economic activity, related to rendering services and fulfilling works on identification and demonstration of safety of high-danger objects, as logical.
The Committee members consider the Law as essential "in view of necessary regulation of issues concerning establishment of due State control in the field of anthropogenic safety whilst implementing investment activity, and whilst design, installation and maintenance of systems for detection of possible emergency situations and local systems of public notification of emergency situations, development of plans of localization and alarm conditions elimination".
The Resolution to appeal to The Verkhovna Rada of Ukraine with request to forward for further revision the Law "On Amendments to several Laws of Ukraine appertaining to securing Effective Control in the Field of Civil Protection and Anthropogenic Safety" was passed as the result of the discussion.
