"It is inexpedient to discuss the special status of Donbas in the frames of an all-Ukrainian referendum as the amendments to the Constitution of Ukraine touching the decentralization do not envision respective provisions," Chairperson of the Verkhovna Rada Volodymyr Groysman told a briefing after the Conciliatory Council on Monday.

"If the constitutional amendments had envisioned giving Donbas a special status, it would have been alike a federalization. As far as no wording envisions that status there, it is merely some sort of a manipulation," Groysman said.

The Chairperson of the Verkhovna Rada expressed confidence that "no special status to any of the regions is possible in a unitary country."

"Ukraine is a unitary state, no special statuses are envisioned by the Constitution. Why then we should raise that issue?" the Chairperson of the Verkhovna Rada noted.
