The relevant Draft Resolution (Reg. No. 1160) envisages holding these hearings in March 2008.
During the discussion the Committee members stated that poor economic conditions of a large number of Ukrainian families lead to problematic implementation of economic, social and demographic functions by the families. Owing to imperfect State policy in the field of family relations, educational, economic and reproductive functions of the family have considerably deteriorated.
The main tendencies that undermine stability of family institute, in particular, and Ukrainian society, on the whole, are the following: law birth rates, disastrous increase of number of divorces, inadequate housing and failure to purchase due accommodation on time, growing rate of domestic violence.
Families of migrant workers whose children stay in Ukraine constitute another serious problem.
Therefore, at present it is vitally important to form new State policy in the field of family relations that should be based on the slogan "Family Welfare is a Primary Aim of State Policy".
According to the People´s Deputies, it is necessary to promote family values, establish exclusive significance of family in the society, develop and implement a system of actions to eliminate negative phenomena in family relations (conflicts, violence, divorce etc.), enhance informative and educative work with families, and render permanent psychological, legal, social and medical assistance to the families.
The Committee members also emphasized that 2008 is proclaimed a Child Adoption Year.
The Committee believes that parliamentary hearings will enable the People´s Deputies and executive bodies´ leaders to investigate and classify problems of modern family institute in order to pass legislative and administrative resolutions aimed at creation of favorable conditions for forming of stable and prosperous Ukrainian family.
