Volodymyr Groysman identifies five main priorities of Verkhovna Rada for 2016

Next year the Verkhovna Rada of Ukraine should focus its work on five main directions - the revival of the national economy, the fight against corruption, reforms in decentralization, education and health care, and increase of the efficiency of public administration. The Chairperson of the Parliament Volodymyr Groysman disclosed this at the concluding press conference on Friday.

The main priority for next year is to revitalize the national economy, Volodymyr Groysman emphasized. According to his words, it is necessary to create new production plants and jobs, and to increase the share of SMEs in the structure of economy.

The Chairperson of the Parliament said that from January 1, 2016 in effect is the Deep and Comprehensive Free Trade Area Agreement between Ukraine and the European, which will open new markets and contribute to replacement of technologies.

"It is very important that the economy be priority number one. And we can base everything else on it – to fill the budget, create new jobs, and in order to solve economic questions we have already made certain steps," the Chairperson of the Parliament said and reminded that in the State Budget for 2016 they managed to preserve a number of indicators, in particular concerning the reduction of the single social tax and fiscal decentralization.

In this context, V. Groysman said that the Parliament together with the Government will create a working group in charge of the national economy revitalization.

Another important priority is the fight against corruption, V. Groysman emphasized.

According to his words, it is necessary to reach a new quality of transparency of public finances. In this context, he noted that he also counts on mass media’s support.

Volodymyr Groysman also reminded that recently the Parliament made a decision concerning changing the system of public procurements, which will enable to save tens of millions of hryvnia.

One more key direction of ??work, the Chairperson of the Verkhovna Rada said is the decentralization reform which has proven its effectiveness in 2015. V. Groysman reminded that the Parliament transferred considerable powers to the local level, created a mechanism of voluntary unification of territorial communities and preserved fiscal decentralization in the state budget for next year.

In this direction, vitally important are amendments to the Constitution in the part of decentralization, the Chairperson of the Parliament said. According to his words, political consultations on the issue are continuing, and corresponding amendments should be examined before the end of this session.

"I consider that this is a personal responsibility before the present, and future generations of Ukraine. I believe that politicians will find a nerve to fulfill the expectations of the Ukrainian people," the Chairperson of the Verkhovna Rada underlined.

Important directions of work also are reforms in health and education. In this context, he pointed to the need to create high-quality health care system and to adopt a basic law on education.

V. Groysman reminded that vocational training was transferred to local budgets and called on local self-government bodies to "deal very responsibly with the formation of a new quality of vocational training in Ukraine."

At that, the Chairperson of the Parliament considers it appropriate to establish a working group together with the Cabinet of Ministers and the National Reforms Council to work over this issue and synchronize efforts.

Finally, next year the Verkhovna Rada should focus on elevating the efficiency of public administration, said V. Groysman. "I believe that we should create a system which will allow professional people to work in government for the benefit of Ukraine and the Ukrainian people," he stressed.

The Chairperson of the Parliament invited everyone to high-quality cooperation, maximum diligence and focus on results next year.

"When we have performed even five these tasks Ukraine will be changing for the better. I believe that the most difficult times are left behind, and all the best is yet ahead," V. Groysman emphasized.
