The draft law No. 3755 on amendments to the Law of Ukraine "On Prevention of Corruption" (concerning functioning of the electronic system for submission and disclosure of declarations of persons authorized to perform the functions of the State or local self-government) was registered in the Verkhovna Rada of Ukraine on January 5, 2016 on the submission of people’s deputy of Ukraine V. I. Denysenko.
The following were determined as leading committees: the Committee on Corruption Prevention and Contraction (Ye. V. Sobolev), the Committee of the Verkhovna Rada of Ukraine on Budget (Pavelko A. V.) and the Committee on European Integration (Heraschenko I. V.).

The draft law was submitted in order to in 2016 put into operation the electronic system for submission and disclosure of declarations of persons authorized to perform the functions of the State or local self-government pursuant to the requirements of the Law of Ukraine "On Prevention of Corruption."
According to the Explanatory note to the draft law, the Law of Ukraine "On State Budget for 2016" postpones to January 1, 2017 the start of work of the electronic system for submission and disclosure of declarations of persons authorized to perform the functions of the State or local self-government pursuant to the requirements of the Law of Ukraine "On Prevention of Corruption." However, the commitments under the Action Plan for liberalization of the EU visa regime for Ukraine envisage full-fledged launch of anti-corruption bodies of Ukraine this year.
In this connection it is necessary to abolish terms on limitation of time of the start of functioning of the new system of financial control by the National Agency for the Prevention of Corruption over incomes and expenditures of persons authorized to perform the functions of the State or local self-government.
The draft law proposes to withdraw the provisions that limited the time of taking by the National Agency for the Prevention of Corruption a decision concerning the start of functioning of the system for submission and disclosure - pursuant to the Law of Ukraine "On Prevention of Corruption" - of declarations of persons authorized to perform the functions of the State or local self-government.
Implementation of the draft law provisions does not require additional expenditures from the State Budget of Ukraine.
The adoption of the law will allow already in 2016 to secure the launch of the electronic system for submission and disclosure of declarations of persons authorized to perform the functions of the State or local self-government pursuant to the requirement of the Law of Ukraine "On Prevention of Corruption," and thus to prevent corruption.
