Verkhovna Rada Chairperson Volodymyr Groysman calls on local councils to use opportunities of budget decentralization as effectively as possible

Chairperson of the Verkhovna Rada Volodymyr Groysman has called on representatives of local authorities to use the opportunities of the budget decentralization as effectively and as responsibly as possible.

Groysman reminded that recently the Ukrainian Parliament has taken a number of decisions passing substantial authorities to the local level and founded preconditions to raise proceeds of the local budgets.

In particular, the Verkhovna Rada created an effective mechanism of voluntary unification of territorial communities, whose support in 2016 will worth the state budget UAH 1 billion.

Besides, the State Budget of Ukraine for 2016 preserves financial decentralization, and "even improves its certain parameters in some fields," the Chairperson of the Verkhovna Rada said.

Besides, he noted that the state budget for 2016 raises the single fixed agricultural tax, the proceeds from which will be channeled for rural budgets.
