21 January 2008, 16:06

This event addressed matters of interaction and further cooperation of the Committee with The Ministry of Public Health of Ukraine and Academy of Medical Sciences of Ukraine, together with ensuring the consistency and  in the realisation of legislative initiatives, and the taking of joint steps towards fulfillment of State Policy in the area of Public Health.

Tetiana Bakhteieva, Committee Chairman, outlined the current state of the Public Health System, and drew attention to the need for fundamental changes in this sector. The reorganization of the Public Health system should, in her opinion, be aimed at prevention and improvement of the health of the nation, and providing each individual with equal physical, financial and social access to the required medical care, to his/her satisfaction. To this end, the Meeting agreed that additional financing sources should be attracted, through the launching of obligatory medical insurance, sick-funds and voluntary medical insurance, and the legalization of partial contributions by citizens. Among other required steps are the upgrading of this Sector using up to date approaches (financial leasing, etc), introduction of a rigorous system of standardization of medicines and medical devices, reorganization of personnel training system, standardization and certification of treatment processes, and their quality control.

A strong conviction was expressed at the meeting that there is a need to adopt a Law on Medical Insurance, and it shall be drafted with an open approach, involving Experts, Deputies and the Public to jointly elaborate on the vision of the whole of society.

People´s Deputies also drew attention to improvements required in Preventative Medicine within the Public Health system, since an increased budget funding towards the needs of this sector has so far failed to enhance the demographic situation in this country, and increase the life expectancy of its citizens.

Members expressed their conviction in the further interaction among all the divisions of The Public Health System, The Ministry of Public Health, Academy of Medical Sciences of Ukraine, Local Authorities and Non-governmental Organizations.

The Minister for Public Health of Ukraine, Vasyl Kniazevych, and President of the Academy of Medical Sciences, Olexander Vozianov, were present at this Meeting.
