Verkhovna Rada of Ukraine holds parliamentary hearing entitled "Legal groundwork for education reform in Ukraine" on December 9

"I
am convinced that it is time of sufficient firmness for implementation of the
core values ??in the education system," said Deputy Chairperson of the
Verkhovna Rada of Ukraine Oksana Syroyid during her speech at the opening of
the parliamentary hearing.
"Looking at the State’s attitude to the education one can understand what
is the country’s attitude to its future – to the children. We have lived for 25
years in the State that used to call itself a democracy, instead we still have
no normal relations between the State and the community in the issues of
education," Syroyid stressed.
According to Syroyid, the content of education was formed as far back as during
the Soviet era. "Thus, the formation of a new educational content is
necessary to understand what for we teach our children one or another
things," she said.
Minister of Education Serhii Kvit said that "this year we have been
intensively working on three new draft laws: the basic one "On
Education," "On Vocational Education," and "On Scientific
and Scientific-Technical Activity," which they have managed to adopt, and
we are very all grateful to all for that. Adoption of the Law "On
Scientific and Scientific-Technical Activity" was one of this year's
achievements. And we do hope that the dear President will sign it in the near
future, and it will become an additional impetus for the development of the
domestic science. And experts also understand that ideally, we should have
adopted a single law on higher education and science. That's why this law on
scientific and scientific-technical activity we actually take as a supplement
to the Law on higher education, because there is no higher education without
science."
The minister said the real challenge was the work over the basic draft law on
education, which should be a framework, while specification of certain
provisions should be provided in special laws. "We continue working on
this draft law and grateful to all who submit specific proposals to its
content," said S. Kvit.
Chairperson of the Committee on Science and Education of the Verkhovna Rada of
Ukraine Lilia Hrynevych underlined that the legislation should provide answers
to the questions how to guarantee to our children new educational content and
new approaches to teaching, how to create proper educational environment to
each child, and how to balance the constitutional right of access to
high-quality education for all and freedom of choice in education in accordance
with their own beliefs, needs and opportunities.
The hearing was attended by people's deputies of Ukraine, representatives of
ministries and departments, heads of central and local executive authorities,
representatives of all levels and forms of education, employers, trade unions,
public educational and student organizations, and European experts - a total of
over 500 participants.
