At the meeting with the workgroup for adaptation of the draft state budget for 2016, its participants managed to preserve the budget decentralization and simplified system of taxation for small and mid-sized business within the draft document.
The Chairperson of the Verkhovna Rada said this at the Conciliatory Council meeting on Monday.
"We have protected the financial decentralization. This will mean that the local budgets will have the same system they had in 2015. That is a very positive aspect. There'll be no way for ruining the decentralization in the state budget for the next year," the Chairperson of the Ukrainian Parliament said.
He said that the workgroup had also agreed the decrease of the unified social tax and the income tax to 22%.
"That is also positive for the decentralization of salaries. Let's hope that it will take place. Let's hope we will manage to de-shadow all the salaries," the Chairperson of the Verkhovna Rada said.
Besides, the workgroup agreed preservation of the simplified taxation system for small and mid-sized business, Groysman said.
Groysman reminded that the workgroup was established after the presentation of the budget at the meeting of the Ukrainian Parliament on December 18. The workgroup is formed of Prime Minister Arseniy Yatsenyuk, Minister of Finance Natalie Jaresko, leaders and representatives of all parliamentary factions and groups, as well as of representatives of the Verkhovna Rada Committee on Budget Affairs, Verkhovna Rada Committee on Taxation and Customs Policy. According to Groysman, the workgroup has worked everyday since its very establishment.
