At the beginning of the extraordinary plenary meeting on Thursday, Chairperson of the Verkhovna Rada Volodymyr Groysman noted that the Ukrainian Parliament had little time to adopt the state budget for 2016. "We have lots of different opinions as to the bylaws, in particular, the tax code. But I believe that everybody clearly understands what challenges and risks the country is currently facing should this document remain not adopted," he said. Groysman expressed hope "for absolute constructive position of the Government, deputy factions on the necessity to take required decisions that should correspond to criteria demanded by the Ukrainian society."

He said that one of these decisions is the fulfillment of the social contract with the citizens of Ukraine. "This is the preservation of opportunities for the development of small and mid-sized business. This is the consolidation of the decentralization of public financing in Ukraine. All that requires professional discussion in the frames of the preparation of decisions for further consideration," he noted.
