The Bill (Reg. No. 0873) envisages legislative regulation of legal and organizational principles of audit for industrial safety and labour protection as a system of actions aimed at coordination of activity of business entities with legislative requirements in this field.
The Bill aims at enhancement of total rate of production safety within activity of all business entities regardless of their form of ownership, legal and organizational form and types of activity, and at coordination of national legislation in the field of labour protection and anthropogenic safety with the European Union legislation.
A number of remarks and proposals were introduced whilst considering the document. Inter alia, it was proposed to replace the word "industrial" with the term "anthropogenic" in the title of the Law and in the whole text of the Bill. It was also suggested to put the words "State Inspection of Civil Protection and Technical Safety" in relevant case before the expression "by authorized central executive body on control over labour protection", because the People´s Deputies are of the opinion that anthropogenic safety issue is crucial in most situations.
It is noteworthy that the list of questions for eligibility examinations for auditors for anthropogenic safety and labour protection is approved by the authorized central executive body on control over labour protection and State Inspection of Civil Protection and Technical Safety. The list of questions for eligibility examination is revised in case of necessity, however, not less than once in two years.
The said resolution of the People´s Deputies of Ukraine was forwarded to the Committee on Industrial and Regulatory Policy and Entrepreneurship with request to take into consideration the advanced remarks and proposals appertaining to the Bill on audit for industrial safety and labour protection that is to be considered in the second reading.
