MPs work with voters, hold meetings, participate in field hearings, round-tables, conferences, and other events this week

In particular, on December 1-2 the Committee on State Building, Regional Policy and Local Self-Government held field hearings in Vinnytsia on implementation of Ukraine’s legislation on administrative service provision.

During the hearings they pointed to the need to secure steady policy of decentralization, particularly through transfer and / or delegation of authority to local self-government bodies on provision of basic, that is the most important for citizens, administrative services (residence registration, issuance of passport documents, state registration of legal entities and private entrepreneurs, civil registration, registration of property rights and vehicles, issuance of driving licenses, etc.). According to words of the hearings participants, the transfer of corresponding authorities to local self-government bodies under the principle of subsidiarity should facilitate formation of efficient and transparent conditions for delivery of administrative services, and also should prevent corruption and guarantee equal conditions for consumers of administrative services.

The Committee on Legal Policy and Justice held a round-table on the topic "Legislation on local referendums in Ukraine."

During the round-table they discussed key issues of the draft laws on local referendums (No.2145a-1, No.2145a-2, No.2145a-3, No.2535), in particular: procedure of calling and subject of local referendum; types of local referendum; securing of fulfillment of the decisions taken at local referendum and its legal consequences; number of questions that may be put to local referendum; procedure for administration of local referendum; participation and role of political parties and NGOs in local referendum; etc.

Perfecting of the pension system of Ukraine was discussed at a meeting of the Chairperson of the Committee on Social Policy, Employment and Pension Provision Liudmyla Denisova with representatives of the World Bank.

The parties discussed the above issue in the context of the future tax reform, formation of indicators of the state budget for 2016 and budget of the Pension Fund.

The Committee on Social Policy, Employment and Pension Provision held a constituent meeting of the working group on finalization of the draft Labor Code.

The Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe held several conferences on the ways of making public information on the state of radioactive contamination of territories and on implementation of the environmental policy of Ukraine in the sphere of use, protection and recovery of aquatic living resources, their reproduction, environmentally and economically sustainable use.

From November 30 to December 4, 2015 Ukrainian delegation, with the Chairperson of the Committee on Science and Education Lilia Hrynevych in its composition, was on familiarization study visit to the Kingdom of Sweden in the framework of the Swedish-Ukrainian Project "Support to Decentralization in Ukraine."

The working visit was intended to get acquainted with best practices of functioning of the decentralized system of the general secondary education; educational indicators; tools for collecting, processing and techniques of analyzing statistical data used for management and financing of the education system.

Deputy Chairperson of the Committee on Family, Youth Policy, Sports and Tourism, Chairman of Interfactional deputy union "Healthy Nation" Denys Sylantyev took part in the "HelpSport on the fashion sport day" event.

D.Sylantyev stressed in particular that the project is aimed at formation of public opinion and creation of demand for sports, and also at strengthening of the motivation for engaging in sports, and thus at building of a healthy nation.

The interfactional deputy union for the prevention and control of non-communicable diseases with the participation of experts of the WHO Regional Office for Europe carried out round-table talks on the topic "Tobacco Control in Ukraine: Prospects of Implementation of WHO Framework Convention on Tobacco Control and Directive 2014/40/EU."

People’s deputies, international experts, representatives of the government and NGOs discussed the draft Law "On amendments to some laws of Ukraine concerning protection of public health from the harms of tobacco" No.2820, and also up-to-date and effective measures to reduce smoking prevalence in the context of implementation of the WHO Framework Convention on Tobacco Control and the Directive 2014/40/EC.

The Secretariat of the Verkhovna Rada also hosted several events. In particular, they summarized on the completion of qualification-upgrade training of the first-year public employees, and held a finalizing seminar on the experience of secretariats and committees of Central and Eastern Europe's Parliaments.
