PABSEC adopts Declaration on International Terrorism Escalation

Today, the meeting of the 46th General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation Declaration adopted at the escalation of international terrorism.

During the Declaration discussion, the representative of the Ukrainian delegation, Refat Chubarov, said that our delegation supports it in full and emphasized the need for its adoption by PABSEC members. That is why, the draft declaration is signed by the head of the official delegation of Ukraine, Liudmyla Denisova.

Instead, R. Chubarov said that the text of the draft declaration appeared only yesterday, however, the Ukrainian delegation managed to make one important amendment in writing.

Noting the contribution of authors of the said draft, as well as understanding the importance of its adoption at plenary session of PABSEC GA, the Ukrainian delegation suggested only one amendment, that will bring the declaration in full compliance with international instruments on terrorism.

The member of the Ukrainian delegation drew attention to the first paragraph of the draft, which stated "We strongly condemn the acts of international terrorism in all their manifestations."

However, R. Chubarov cited the third paragraph, which reads "Terrorism cannot and should not be associated with the state, nation or religion, civilization or ethnic group...".

He said that, unfortunately, in today's world there is such a notion as state terrorism. "1987 Geneva Declaration on Terrorism provides a clear definition of state terrorism, including the military maneuvers and trainings held near the borders of another country and threatening its independence and territorial integrity, creation and support of armed squads of mercenaries to destroy the sovereignty of another state; misinformation campaigns, aimed at destabilizing another country," he said.

R. Chubarov reminded all delegations of BSEC member countries about the events, which took place in Ukraine in February and subsequent months of 2014. "Each of the points on definition of state terrorism listed in the Geneva Declaration was used by the Russian Federation against Ukraine, namely furious propaganda against Ukraine in all Russian media, concentration of the huge number of troops and regular exercises and trainings of Russian troops around the perimeter of the Ukrainian-Russian state border, occupation of Crimea, support for militiaman in Donetsk and Luhansk regions," said the Ukrainian parliamentarian.

Addressing the audience, R. Chubarov said that on November 16, 2015, the G-20 summit in Ankara also adopted a declaration concerning the fight against terrorism. Clause 4 Ankara of Declaration reads as follows, "We affirm that terrorism cannot and should not be associated with any religion, nationality, civilization or ethnic group."

So Refat Chubarov returned to the draft PABSEC Declaration, "It contains almost the same definition, but the word "state" is added. If we adopt a declaration as such, we will take the whole ugly phenomenon of state terrorism and the need to combat the same outside the scope of our activities."

That is why the official delegation of Ukraine proposed to delete the word "state". However, unfortunately, due to the pressure of the Russian delegation, the amendment was not accepted.

At the end, Refat Chubarov said that the Crimean Tatar folklore is saying "Suruk tahtaya civi cakilmaz," which means "you won’t put nails into a rotten plank." He therefore called on make the decisions and declarations profound and strong, which will help in PABSEC further activities.
