Verkhovna Rada Committee on National Security and Defense recommends Parliament adopt as a basis and as a whole draft law "On approval of President of Ukraine’s decision allowing access of units of other states’ armed forces to territory of Ukraine for participation in multinational exercises"

Such a decision the Committee members made at a meeting on November 11, having examined the draft law No.3428, submitted by the President of Ukraine and identified by him as urgent.

During the discussion, they pointed to the fact that the draft law is aimed at resolving the issue of allowing access of units of other states’ armed forces to the territory of Ukraine for participation in multinational exercises in training of units of the armed forces.

The draft law offers to approve the decision of the President of Ukraine on allowing access to the territory of Ukraine in November-December 2015 of units of other countries’ armed forces to participate in the multinational exercises in training of units of the armed forces, as stipulated in Item 23, Section 1 of Article 85 and Article 93 of the Constitution of Ukraine, Article 8 of the Law "On Procedure of Admission and Conditions of Presence of Other States’ Armed Forces on the Territory of Ukraine," Article 8 of the Law "On Democratic Civil Control over the Military Structure and Law Enforcement Agencies of the State."

Financial expenditures on the preparation and carrying out of multinational exercise in training of units of the armed forces, is projected to be implemented within the funds allocated to the Ministry of Defense of Ukraine for 2015 under the budget program 2101020 "Provisioning of the Armed Forces of Ukraine and training of troops" (they plan to spend UAH 2,731,615.27).

The Secretariat of the Committee informed the Information Office that MPs supported the draft law, and its adoption will ensure fulfillment of tasks in the field of national security and defense in the overall context of implementation of the priority foreign-policy course of the country, increase the efficiency of fulfillment of national programs on the development of the country’s armed forces, and will allow to increase financial receipts to the national economy through the provision of other states' units with relevant goods (works, services).
