Groysman: Parliament must legislate decentralization of administrative services

The Parliament should legislate the decentralization of administrative services, Chairperson of the Verkhovna Rada Volodymyr Groysman said in the opening speech at the Tuesday meeting dedicated to discussion of the transfer of authorities to render administrative services to local self-government bodies.

Groysman noted that the issue was "extremely important." "In 2010-2013, the central authorities in Ukraine purposefully supported the policy of centralization of the services through narrowing authorities of the local self-government bodies," he said.

The Chairperson of the Verkhovna Rada expressed confidence that "the establishment of administrative services centers with wide powers and high level of responsibility would facilitate satisfaction of needs of people in receipt of rapid and affordable public services."

According to Groysman, the Ministry of Justice along with people's deputies, experts elaborated draft laws adopted in first reading and "we are currently shifting to second reading and final adoption of the draft laws."

"I'd like us to manage to take respective decisions on Thursday," he said. "This is our duty. Today, proper decisions were taken to allow local self-government to render the services," the Chairperson of the Verkhovna Rada said.
