Chairperson of Verkhovna Rada Committee on Industrial Policy and Entrepreneurship Viktor Halasiuk takes part in debates within Kyiv international economic forum

The event addressed a topic "What tax reform should be like to give an impetus to the development of the economy?"

As one of authors of the draft Law "On amendments to the Tax Code of Ukraine regarding tax liberalization" No.3357, Viktor Halasiuk briefed on advantages of the radical tax reform.

He emphasized that the version of the tax reform already exists in the form of a draft law rather than in a form of a concept. "It exists not only in words and in a presentation for several slides, it exists in a form of a draft law whose authors, by the way, are 115 people's deputies of Ukraine, which is a record," he noted.

Another advantage is that the reform aims at de-shadowing of the economy. "Over 50% of Ukraine's economy is in shadow and one cannot carry out reforms without taking into consideration this fact. In the shadow are huge reserves for the economic development and we acknowledged this when writing this draft law," he said.

On top of that Viktor Halasiuk about liberalization of the taxation foreseen by the draft law. The liberalization lies in lower tax rates in some fields and essential simplification of administration. "The tax function must turn from being punitive to being service," he explained.

It was emphasized during the speech that the option of the reform shifts stresses from short-term fiscal approach to facilitating incentives for growth of the economy, including through complete termination of taxation on reinvested profit, cancellation of advance payment of taxes, different taxation on diference kinds of activities.

In addition, the reform also envisages reasonable increase of tax burden on socially undesired commodities, like alcohol and tobacco goods, and introduction of a tax on luxury and that will ensure more revenues to the budget and will consolidate the regulatory function of taxation.

The Committee chairperson noted that the draft law is a product of the true social dialogue among the government, business, and experts. Unlike other reforms, it is supported by majority of stake holders - entrepreneurs, producers, taxpayers.
