This Bill (Reg. No.1270) envisages that a dedicated Central Authority in the field of Education and Science prepares, approves and supervises the adherence to State educational standards; prepares, and agrees under a laid down procedure, State standards for logistical and financial support for those ‘Special Needs´ individuals requiring remedial help with their physical and/or mental development, in the various types of educational establishments, towards the provision of their education under special conditions; adopts standard Regulations for ‘Special Needs´ and General Educational Institutions, Training and Rehabilitation Centres, Regulations on integrated and inclusive education system, etc.
This Document also includes basic provisions for the organization of ‘Special Needs´ assistance, and proposes to resolve the issue of Special Education funding, the scientific and methodological support of education for those requiring remedial help with of physical and/or mental development, the training of teaching staff for special education, social guarantees provided to them, etc.
The Author of this Bill, The People´s Deputy Kateryna Samoilyk, feels confident that the passing of this Document will create a legislative basis framework for the provision of equal access to quality education for those children with Special Educational needs, and the realization of State guarantees to obtain a particular level of education.
