The Budget Committee has issued its Opinion and Proposals on The Law of Ukraine relating to The Budget of Ukraine 2008, and Amendments to several Legislative Acts of Ukraine

This Document upholds the proposals of increased expenditure towards the provision of a Central water-supply to rural localities, to deal with the aftermath of flooding in Ukraine´s towns and villages, and the socio-economic development of the Regions.

 

Also upheld are proposals for the inclusion of a new Budget Programme, which envisages subsidies for employers to provide opportunities for first-time employment of young people,  the renovation of subventions to Local Budgets towards construction and reconstruction of motorways, and the repair of Public property.

 

The Committee has decided to commission The Cabinet of Ministers of Ukraine ‘to place special emphasis on the correlation between The State and Local Budgets´.

 

In the matter of agricultural land sale and the lifting of the moratorium on land sale, the Committee, according to its Chairman, Mykola Derkach, advised that the timescale ‘until 1 January 2008´ be changed for ‘until The Verkhovna Rada of Ukraine has adopted the necessary legislative acts on the land market.´

 

The Cabinet of Ministers is also required to introduce Draft Land Market legislative acts before 31 March 2008.

 

The Committee Chairman noted that, in considering proposals at the Committee Meeting concerning Value Added Tax in villages, no agreement was reached as to the extension date for the procedure of charging VAT for agricultural products in use during 2007. The following is therefore advised: the words ‘temporarily, until Ukraine has joined The WTO´ should be changed to ‘until 1 January of the year following the year in which The Verkhovna Rada of Ukraine ratifies the Protocol of Ukraine joining The WTO´.
