The Verkhovna Rada of Ukraine Has Registered a Bill Amending Certain Laws of Ukraine Related to the Setting of Housing and Utility Services Tariffs

The Bill, submitted by the Cabinet of Ministers, is aimed at providing economically feasible Housing and Utility Services tariffs, and introducing economic incentives for energy-saving improvements by providers of Housing and Utility Services.

 

According to the Bill, a profitability level, achieved from the Housing and Utility Services tariffs, will be established by Local Government Authorities, whereas providers of Housing and Utility Services will be eligible, throughout a three-year period, to receive an additional profit, provided that they implement energy-saving measures. The Bill fixes a List of Expenditures to be discounted in the calculation of Housing and Utility Services tariffs.

 

In addition, the Bill intends to consider the Law of Ukraine 'On the Principles of State Regulatory Policy with Respect to Business Activities' as not applying to the acts adopted by the Local Government Authorities to reduce Housing and Utility Services tariffs, and shorten publication time for the Draft Regulatory Acts amending Housing and Utility Services tariffs, adopted by the Local Government Authorities to reflect the rises in prices of fuel-energy resources.
