The Bill submitted to The Verkhovna Rada of Ukraine by the Cabinet of Ministers is aimed at Further Improvements in the Law concerning the crossing of Non-Residents, and Vehicles driven by them, through the Customs Borders of Ukraine

The Bill (Reg. No. 4015-1) aims at prevention of possible avoidance of amenability for violation of customs regulations by the citizens-non-residents and procurement of their adherence to the requirements of Ukrainian legislation.   

The Bill envisages the following wording of Part 3 of Article 11 of the Law:

"Vehicles with the codes 87.01, 87.02, 87.03, 87.04, 87.05 of the Ukrainian Classification of Commodities for Foreign Economic Activity, temporarily imported under the obligation of return export, can not be disassembled to the spare parts and transferred into other person´s ownership. Such transport vehicles can be registered for permanent exploitation after payment of relevant taxes and duties, established by the legislation for importing vehicles for free use."

Authors are of the opinion that adoption of the Law will coordinate Ukrainian legislation with standards of international customs legislation. It will also promote observance of legislative requirements of Ukraine by the citizens.
