The Resolution affirms importance of multidimensional general global concept based on cooperation and integral security, developed by the OSCE, as it is stated in the principles exposed in the document on the OSCE strategy regarding the threats to the security and stability in the 21 century and in the OSCE Strategy Document for the Economic and Environmental Dimension.
During the discussion of Resolution it was stated that the OSCE Document on Small Arms, adopted in November 2000, lays the political foundation for activities of participating States in this field and includes a number of important elements that promote struggle with illegal conveyance of light weapons and small arms, including consolidation of cooperation in law-enforcing field.
Comprehending, at the same time, that uncontrolled proliferation of light weapons, small arms and relative ammunition has a pernicious effect on human security, the OSCE Parliamentary Assembly calls on participating States for taking into consideration the results of Special Meeting concerning struggle with illegal circulation of light weapons and small arms held on 21 March. In particular, the participants of the meeting call for qualifying non-fulfillment of embargo on arms supply, established by the UNO Security Council, as the transgression of the law, and for establishment of dialogue with the department of air freight service in order to eliminate "let-outs" for illegal conveyance of light weapons and small arms.
The Resolution emphasizes the necessity to promote further establishment of systems of air conveyance control, using data on air conveyance of aviation-dispatch services in order to analyze registered facts and prohibit operational control by persons suspected in participation in the circulation of light weapons and small arms. The Resolution also includes the proposal to the participating States concerning coordination of actions between corresponding national bodies, taking measures to establish effective procedures of control of national arms and relative ammunition reserves to secure their safety, and elimination of remains.
