Verkhovna Rada Committee on Construction, City Planning, and Housing-Public Utility Economy started analyzing draft laws to define most important of them for forthcoming plenary meetings

At its meeting on Tuesday, the Verkhovna Rada Committee on Construction, City Planning, and Housing-Public Utility Economy was urged by Chairperson of the Verkhovna Rada Volodymyr Groysman to analyze draft laws to pick the most important of them for consideration at forthcoming plenary meetings.

Groysman gave respective instructions at the October 6 plenary meeting.

In particular, the meeting participants advocated the speediest adoption of the draft law No. 2706 on measures on stable functioning of economic entities in the fields of heat supplies, centralized water supplies and water drainage eyed by the Committee on June 3, 2015.

The meeting participants discussed the issues of:

— impossibility of introducing financial sanctions (fees, fines) in case of accumulation of debts for consumed energy carriers unless an economic entity fully compensates the difference between approved size of prices/tariffs and economically feasible cost of services;

— state budget financing of costs related to provision of privileges and housing subsidies for the population, compensation of additional costs for municipal services in conditions of prices/tariffs hikes.

Besides, the meeting participants discussed use of current accounts with special regime of use.

The meeting attendants pointed to the necessity for amendments to the governmental resolution No. 375 dated June 2015, which have to envision state budget subventions in 2015-2016 to redeem debts on difference in tariffs for the services of centralized water supplies and water drainage to all groups of consumers (population, state-financed institutions and other consumers).

The participants of the meeting were First Deputy Chairperson of the Committee Dmytro Andrievskyi, Deputy Chairperson of the Committee Aliona Babak; representatives of the Regional Development, Construction, Housing and Public Utility Economy Ministry; Ministry of Energy and Coal Industry; Ministry of Finance; National Commission for State Regulation in Energy and Utilities; Naftogaz of Ukraine national joint-stock company; Kyivenergo public joint-stock company; Kyivvodokanal public joint-stock company; etc.
